Severe Risk of

Attacks

Complete recommended actions at lower levels, and:

ALL Personnel will display City of Bedford ID cards at all times while on-duty.
Fire apparatus will always be attended while outside the fire station. Medics will have all doors locked or vehicle monitored while at hospital.
On-duty shift personnel may not eat out. All meals will be prepared and eaten in the fire station.
Station officers will conduct a perimeter and interior check of facility no less than every 4 hours.
Daily check of all emergency generators will be conducted.
Daily radio checks performed on all portable and vehicle radios.
Nerve agent antidote kits will be distributed and carried by on-duty personnel.No uniform items may be taken to the cleaners.
100% ID check (i.e., drivers license retained at front office) and escort of anyone entering fire station(s).
Stations will implement a 24 hour watch.
Stations should monitor TV on CNN or other news programming throughout the shift.
All “ride-outs” by non-department personnel will be suspended.
Implement emergency stocking plans for food and water in stations.
Suspend all public education programs and station tours.
Illegal parking near target hazards will be towed.
The following actions may be put into place, modified, added to, or omitted
as deemed necessary by departmental and/or city command staff
:
All personnel working outside the facility will contact dispatch or office by phone or radio at least once every 2 hours to confirm welfare.
Admin staff to augment suppression staff.
Secretarial staff to work rotating shifts for 24 hour coverage.
Apparatus accompanied by a certified police officer (Fire or PD) on all calls.
Companies will always respond a light force.
All off-duty members must report to the on-duty BC if they are to be more than 50 miles away from the city.
Fire staffing to be 4; BC assigned command tech; one member remain at station when companies are out.
Hazmat vehicles restricted from civilian contact as much as possible. No hazmat vehicles parked, except for delivery, on any parking lot or road.
All private vehicles parking must be minimum of 75 ft. from fire buildings.
All certified officers to carry weapon and have ballistic vests available.
Establish one central delivery point, away from station, for all incoming packages, boxes, parcels, etc.
Suspend contract cleaning service.
No out-of-town business ravel approved. Cancel all scheduled leave.

HIGH
(ORANGE)
High Risk of
Terrorist
Attacks

Complete recommended actions at lower levels, and:
All city employees will complete a Contact Verification form and submit to HR through the department director.
Apparatus will be attended unless in full view of a fire or police monitor .
Apparatus bay doors will remain closed unless members are present in the apparatus bays.
Ensure all emergency generator fuel tanks are full and generator is operational. Test weekly
Illegal parking near target hazards will be investigated immediately.
Ride-outs by non-members will be limited to EMS students and CFA class/alumni members unless specific authorization by Fire Chief.
All auxiliary fuel containers will remain full.
At shift change, both on-coming and off-going officers will make a physical check of building perimeter and interior access areas together.
Station officers will conduct a perimeter and interior check of their facility no less than every 6 hours.
Prepare/review emergency stocking plans for food and water in stations.
Admin offices will monitor CNN or news channels throughout the day.

ELEVATED
(YELLOW)
Significant Risk of Terrorist
Attacks

Complete recommended actions at lower levels, and:
Emergency equip. at target hazards will be inspected twice yearly.
Special attention to be paid to any fire code or city ordinance violation that would impede access to any target hazard location.
All station visitors must receive and display a Visitors Badge or be escorted at all times while in a fire station. Drivers license will be exchanged for visitor badge.
Station officers will conduct a twice daily perimeter and interior check of their facility.

GUARDED
(BLUE)
General Risk of
Terrorist

Attacks

Complete recommended actions at lower levels, and:
Review emergency procedures and City emergency management plan with staffPerform periodic checks of all rooms, hallways, and windows.
Perform periodic check of the proper operation of all door locks.
Ensure security of all keys, lockers and vehicles.
Take extra care to protect uniforms, bunker gear and uniform components.
All exterior personnel doors (except Admin Office public entrance) will remain locked.
Conduct familiarization and review of all target hazard locations.
All personnel lockers will remain locked at all times.
Locks will be installed on bunker lockers and must remained locked.

LOW
(GREEN)
Low Risk of
Terrorist
Attacks

Ensure facilities, vehicles and equipment are assessed routinely for vulnerabilities and all reasonable countermeasures are taken
Secure file cabinets, doors to offices and door to hallways prior to leaving at the end of the day
All non-uniformed personnel must wear city I.D. badges at all times
All uniformed employees must display City of Bedford ID card when in any city facility other than a fire station
Private vehicles are to remain locked while parked on City property
City/staff vehicles are to remain locked while not in use at all times. Keys are to be removed
Immediately report and investigate the loss of any city ID badge or city equipment
Be aware of and/or investigate/report people “casing” or conducting surveillance of city facilities or procedures and unusual parking near city structures
Fuel tanks in all emergency vehicles will be kept no less than ¾ level
Distribution of department patches or uniform items to non-members is prohibited without the permission of the Fire Chief
